In 1997 the Drug Enforcement Agency (DEA) began registering companies in order to review and approve those that intended to store large quantities of "List I" chemicals. List I chemicals are those that can be used in the production of illegal drugs, such as heroin and methamphetamine. The DEA has heightened its efforts in identifying companies that may fall under this new registration action. In the words of Terry Woodworth, the Deputy Director of the DEA's Office of Diversion Control, "The DEA is prepared to take all necessary action, whether it be criminal, civil or administrative" to assure that companies handling List I chemicals don't divert them for illegal activities.
